Finance Bill 2000 - Preliminary List of Measures

The Minister for Finance, Mr. Charlie McCreevy TD, today published a preliminary list of a number of the measures proposed for the Finance Bill 2000.

The Minister pointed out that it had become the normal practice to issue such a list to aid legislators, the public and those with an interest in tax matters.

The list contains several measures designed to streamline tax administration in certain areas and reduce the regulatory burden without any significant loss of tax revenue.

A number of items which will be in the Finance Bill are not included in the advance list. These include certain anti-avoidance measures which would not be appropriate for early publication.

There are also other measures still under detailed consideration, but not yet decided upon for inclusion in the Bill. These include measures arising from the PAC Report on DIRT published last month. The Minister confirmed that, as indicated on 21 December 1999, the full range of proposals in the PAC DIRT Report are being examined without delay by his Department, the Revenue Commissioners and other relevant Departments.

To help the reader the list gives brief explanatory notes on each item. These notes are not a legal interpretation of the provisions. The precise legal texts of each measure will be available on publication of the Bill itself next month.
